if i put in ddr3200 in a board that only support ddr2100, it will be fine, just defaults to the lower speed???

generally it should work but i have encountered some MSI board used by Tiny computers that wont just boot if i used pc 3200

One other problem you "might" see is an IC density issue. A MOBO using PC2100 is built on an older standard and also most likely an older chipset than the PC3200 MOBOs. So, in some cases older boards won't run newer memory. Also, how your MOBO BIOS interacts with the newer SPD will play into it so make sure you have the most recent BIOS for your system before installing the 3200.
