Quick Server 2008 Group policy question

I have a Server 2008 R2 DC. In AD there is a Users container. However in Group Policy Management it does not list the Users container. How can i apply policies to the users in this container without moving them to an OU?

You can't, you have to move the user objects to an OU

You cannot apply GPO's to containers. GPO's can only be applied to Organisational Units (OU's).

So there should not be any current permissions or GPOs that would be affected if i move users into a OU?

You won't affect GPO's if you move user/computer objects around. If you have a GPO applied to a OU and move an object into that OU, then changes could occur, depending on what's configured in the GPO.
