Just checking that this spec's alright before a friend orders it

He doesn't really want to stretch the budget anymore than that but any improvements would be welcome Also he doesn't want an ssd despite my attempts to convince him otherwise

He's not got a keyboard no, but I don't want to recommend one considering I got one on recommendation and hated it so much that it's basically unused.
About the coolers you were saying to look at I thought the silver arrow was the best going?
