Can't speak for Intel, but AMD certainly test every chip, each chip is also individually configured with it's name/speed and the multiplier is locked to whatever's applicable for that product.

I havn`t seen any on the shelves yet. :p

You can`t blame peeps for being a little sceptical. (Ageia springs to mind)
