When my electical/machanical stuff gets wet, I usually put it in the airing cupboard to dry, have you thought about putting the outboard in your airing cupboard?
I hereby demand you get someone to film said salvage so we can all have a giggle later, if its anywhere near as comical as this thread it could be epic.
Oh some of the posts are just scraping the bottom, a few of you are funny but I think you need a stern talking to, its no laughing matter, a squall of insensitive posts and the poor guy is probably going overboard with grief.
If it is salt water, do NOT remove the engine from the sea until you are ready to attempt the salvage.You need to start flushing it with fresh water the second it comes out of the sea.
