I am sat here on a laptop with 2gb ram, and it's using 71%. However, 741mb is cached (Superfetch), which accounts for most of the memory usage. The actual memory in use (i.e. running apps) is probably closer to 40%.

Show us a screenshot from the performance tab of task manager when you have this issue?

Agreed. We need to se where your getting your information from.
