Can anyone recommend a decent budget (<£80) random orbital sander? No need for battery, corded is fine.

What will you be doing? Cheap one if just for occasional work, branded if you intend to use it for anything more intensive, Makita, Bosch, Dewalt etc.
 
On the basis of brand knowledge and a brief internet search for reviews (I don't own one), I would go Bosch or Makita:

I know this is above your budget, but I think one of the better ones is the

Bosch Professional Random Orbit Sander GEX 125​

You can get one off Amazon for £98 and it includes a carry case. You can get it for about £89 on ebay if you check the current 10% off deals.

Vibration is very good with that one.

One of the nice things is the Karcher tool vacuum pipe fits it.
