Random pipe and valve buried in garden

Does anybody have an idea what this pipe might be for?! I found it last year when I stood on the valve, bare foot! So I dug this hole to see if it was a loose one, and it doesn't seem to be.
I have no idea why there would be a pipe in the garden with this valve on the end of it.
I can't get the valve to turn, and even if it did would anything happen as it's not in line on the pipe?

Tempted to dig further but I already made plenty of mess digging this bit up!

Any ideas...?

Hard to say from the photo, but that might not be the pipe. It might be valve stem and the valve body and the actual pipe will be down the bottom of the hole somewhere. I would imagine it's an isolation valve for a domestic water pipe.

That would make sense! Not sure if it would be for the supply though as that comes from the road out the front of the house.
It is about 4ft from the sewer route though
 
Pressure test adaptor for an oil pipeline, very similar to the one recently tapped from the Fawley oil refinery.
