Randon groups of white jittering dots on screen after upgrade!

Since I upgraded my gpu to a 7950, I have random groups of white dots that jitter around the screen. It's becoming a major issue in my Photoshop projects as the white dots actually become rendered into images!

It still happens when the card is at 0% usage (35C).

I Do not get this problem when I'm playing games in full screen mode.

The card is overclocked slightly, but lowering the card back to stock settings has no effect on the jittering!

Is this a major hardware fault i should contact AMD about?

Can you show us a screenshot or video or what you mean?
 
Edit -> Preferences -> Performance -> uncheck the Enable OpenGL Drawing box under GPU settings.

See if that helps :)
