I have noticed this, from 1 to 5 stars regarding e.g. video files.

How do I set these ratings myself? Is this information then encoded into the file?

I have a lot of files, and I'm considering deleting quite a few, but am unsure just yet.

You can do it in WMP, the ratings save to file and will stay on the files across disks/windows installs.

I think you can also just click the stars if the folder is set to music/video view in vista.

i think it is in the metadata as pictures have it too, theres a setting on wmp where it brings the global ranking for that song or video to your file or you can disable and set yourself

itunes has something similar :)

If you haven't found it yet have a look;

Just click on the file and the rating stars should be there and clickable.
