Really annoying problem with new drive

I just installed a new western digital hd and put a fresh winXP on it. Now every second or so there is a little blip of access. I have, I think, turned off indexing but it still happens.

Does anyone have any ideas what it could be? It is rapidly driving me crazy.

Any background processes running? Maybe resident anti virus real-time scan... downloading?

Try booting into Safe Mode - see if the "blips" are present then.

It could be sticking arm, kinda hard to describe tingly screechy sound. Set scandisk flags on it for next reboot and let the scan run on boot. If the sound is still there I'd send the drive back.
