Because you can reply to an individual post and not just the topic which shows as a reply to the post in question if you change the topic view to something like Hybrid Mode.

Isn't that just 'Quote' what you're talking about?

Another forum I frequent uses this exact version of vBulletin and it doesn't require the quick reply to be activated each and every time, it's simply there at the bottom of each thread ready to be typed into.

Nah, if you go to Hybrid thread mode or threaded (display modes, next to "rate thread") then it shows a thing like folder heirarchy in Windows explorer, with replies linking up.

However, I don't know how many people use this.

I'm getting used to clicking now.

Would prefer not to have to.

That way, just to reply to the thread in general, you could just start typing, but still have the opportunity to reply to a single message.

upload images refers to uploading them to the forum server.

I think that means you can't upload an image from your hard drive, to be hosted by the forums, which was always the case.

Edit: God damn I am slow.

The quick reply used to cache what you typed if you accidentally went back. It doesn't do that any more!

That wouldn't be stored server wise at all, that would be down to the javascript (I think) the quick reply uses, coupled with how your browser caches things.

looks nice, runs even better. But, cant you add a script to resize images to X width (with vertical scaling of course)? annoys the hell out of me when people post images that are more than about 900p wide
