I am about to purchase a 250 for the purpose of learning to ride. I am required to ride a 250 or less for a period of 12 months before being able to move up to anything more powerful. I guess I need to consider something with good resale value for when a year or so is up. Have you guys any recommendations? Thanks.

learner as in you want to ride on a CBT, or learner as in first bike to learn on full test wise.

If its the prior it will be a 125, and if its the latter I would reccomend a 400, probably an NC30.

Just noticed your in Austrailia, so dont know what the rules are over there.
What are the rules, and what tdo you want out of the bike. Do you even have corners over there :D

Sorry, yes, Aus! take your test on what you like but must be less than 250 for a year then an assessment iirc for a bigger cc. I will post more accurate details in the mornin' it's 2am and I'm off to bed!

Depends on what type of bike you want and what you can get hold of over there.

An Aprillia RS250 is going to be the fastest/sportiest 250 you can get. Closely followed by the race rep 4stroke 250's (if available over there) like the CBR250 and ZXR250 both of which have totally manic redlines of about 18500-19000rpm!

Your other options will be a trial bike of some kind or a commuter style 4-stroke with a 250cc engine. I cant recomend any as 250's aren't really that popular over here. People tend to jump from a 125 to a 400 or bigger so there really aren't that many 250's to choose from :(

Here we can learn on a 125cc (with a power restriction of about 14bhp I think, so a scooter), then, provided you are over 21 (and most bikers are), you can jump on whatever you like. There's virtually nothing offered here between 125s and 500s, and 500s are commuter bikes and fairly rare. We also have very few 2-strokes because they don't pass emissions laws.

Basically we've got 50cc mopeds for 16 year olds, 125cc scooters and underpowered bikes for learners, then it's straight to 600 beasts and bigger.

Yeah, seems a little scary that a novice can jump straight to such a powerful bike from a 'scooter'. Insisting on a smaller hop to an intermediate bike sounds a safer, more sensible option.

The Aprilia RS250 is slightly out of my price range, sadly. There are plenty of CBR's about.

The local Yamaha showroom stocks Hyosung?!?

They don't seem to be popular but there happens to be one for sale down the road.

Lovely handing bikes, especially for a beginner. Decent power to boot as well. If you drop it no expensive fairing to repair.
