For this I would follow the act of parliament layout, and append the online source to the reference i.e. Available at: http://epic.org/privacy/terrorism/hr3162.pdf [accessed 17/03/2010]
It even varies in my uni department. Normally I just use endnotes (as my reports are all scientific and therefore brief and efficient), but when I'm writing review articles I can include a reference in the text in the format bla bla bla (Bloggs, 2004), with it being in a references section at the end of a document.
