reformatting xp, keeps restarting after setup

i had to follow this sites instructions to reformat my dad's pc as his didn't come with a cd to do this. i made the cd and it seemed to be working as when i put it in the windows xp setup ran.

i deleted the old partition and partitioned the whole space to ntfs (the slower option) after this finished windows setup was loading a load of files. it then said window is about to restart and setup will continue. the trouble is this doesn't happen, instead after it restarts, the setup starts from the beginning again.

i am unsure why this is so turning to you lot for help.

the bios is extremely confusing, i tried turning the primary ide slave to cd as it was reading the hard drive first, cd was secondary ide slave (or roughly that).

could this be causing a problem?

when restarting the pc makes 2 beeps and a message pops up so quick i cN only get super quick glance at it before it goes. it says something which i believe is referring to the hard drive. when it happens again i will try and write it here for you.

any ideas i can try?

previously the hard drive "broke" so a guy put a new one in and set this one to secondary so we could copy files across. I took out the new hard drive and this ran a primary and it worked 100% which was odd.

ok the message says (i took a photo):

auto detecting primary master: not detected
auto detecting sec measter: ATAPI CDROM (i set it to this, was on auto before)
auto detec sec slave: not detected
sec master: combi rw16x10/dvd

pri slave drive - ATAPI incompatible
