Refresh rate fixing

Ok I have a problem! I use 2 monitors ofc and as I'm sure a lot of people know, different monitors at different refresh rates cause major headaches, literally. At the moment my head is pounding as monitor 1 is 1920x1200 59htz, and monitor 2 is 1680x1050 60htz. Problem is monitor 1 can do 60htz fine, but only sometimes lets it. I change the refresh in windows and click apply, 50% of the time it changes to 60htz, and the other 50% it doesnt.

From this I assumed that something was controlling it so I checked catalyst control center that I have running. It doesnt have an option for 1920x1200x60htz, only 59htz, or 60 at a lower res.
I tried disabling CCC and removing it from startup but my screen still wont let me use 60 sometimes.

Basically I was wondering if theres a reason it wont let me do 60 when the monitor obviously can. Or if theres another program I can use that forces 60htz.
