reinstalled windows 11 and everything is just sluggish

Why? 11 is super stable now.
It might be stable, but the UI is still lacking
At least it is this month, i think.
Microsoft's QC on patches has gone down hill in recent years so the first Tuesday of each month feels a bit like you're playing Russia roulette.

Was you running Windows 11 stable previously and for how long?
Have you tried Safe mode just to see if any drivers are at fault?
Like others have said I would try reset CMOS.
Do you have any other or old hardware to try, such as a different SSD?
Also, it can't hurt to try a fresh install of Windows 10 while you are in the habit of OS reinstalls!

The first time it was installed it worked fine! and no sluggish behavior. It seems to slowly getting better so maybe it was a massive update in the back ground or something i dont know. There was nothing showing. Thanks all the tips and advice from everyone . Much appreciated
