Reinstalling Google apps

I damaged my HTC and got hold of another second hand one but can't reinstall the apps I had. When I go to the Google App store it says I have them installed but they aren't, so how do I get around this?

Have you tried clearing the play store's data in settings?

As far as my phone is telling me it's not installed. I'm thinking I may have to format the SD card(?)
