Remote connection to Windows Server 2016 from another location?

Hey folks, I am in the process of arranging an installation of a server with Windows 2016 installed,it will be set up as a domain, with 5 desktops connected to it (in the same office).
However, one of the users has a Surface and wants to be able to connect in to the server from remote locations, is there a preferred way of doing this without the need of a VPN?

Connect as in? To get files? Is it an RDP server?

Team viewer will give you remote access to the server without VPN.

The server will be used as a mapped drive on all desktops/laptops in the domain, and the Surface will be used from other locations (home etc) so ideally they can log in via those locations and see the server files, I am guessing some sort of terminal services thing needs setting up, and a way of printing locally, hmmm....
