So i get my new pc soon and was wondering if it's possible to remove my operating system off my current hard drive so i can put it into the new pc where i will be using an OS on my ssd.

But i want to keep all the files on the hard drive because it would take to long to download again is this possible?

You'll need to do a fresh OS install onto the new PC but you can attach your existing HDD as a second drive. The programs which you have currently installed will likely need to be reinstalled but your documents etc will still be accessible from the HDD.

As above is the surefire -and best way- although there is a way to transfer the OS (if thats what you where asking) and although I had no problems theres no guarantees so always backup.

You can use the windows sysprep utility and put the OS into 'out of body experience' configuration which removes motherboard specific drivers.

I used this to go from my below Asus p7h55 to the Gigabyte Z77 with no issues.

If you were to do it in your case it looks like you'd want to clone the OS drive to the ssd (old drive can effectively be your backup) and then while booted on the ssd use sysprep (as eplained in the link above) and then transfer the ssd after it completes the reconfiguration to the new PC.
