Removing Thermal Paste

God's Own Lighter Fuel for me. It cleans /everything/ organic and/or oily and the naphtha leaves zero traces. You have to make sure it's wiped off properly of course, otherwise it's just redepositing it on... Evaporates at light speed, leaves no residue.
 
If i'm bothered about along term solution, or I'm changing TIM's, then this is what i use.

I think the longest I've left a CPU mount on in the last two years in 3 months. :D

From 15 years working in the Electronics Industry IPA (Isopropyl Alcohol)
is what most companies I have worked for have used for heatsink cleanup.

When I dont have any , as a second choice I would use Surgical Spirit
