Reoccurring TCPIP EventID 4227

Sounds to be a hardware fault then, if you've reinstalled windows.

Reset your router to default and set it up again.
Change the cable between your router and PC.

Bad packets can cause all sorts or problems.
 
I don't see you have said your Firewall is configured correctly? Could this be the reason for the over use of connections causing it to terminate them? Kaspersy firewall has a default value to terminate the connection for an hour.
 
I get these errors on a new Z77 Gene V board - but has no un-toward effect on use of the system - doesn't seem to kick me off the internet or anything
