Replace ceiling

But surely the cost of materials to put up new studwork and boarding is close to that of paying someone to skim the existing ceiling anyway?

Get it done right, the first time.

What stud work i plan on removing the old ceiling and replacing the plasterboard.

Worked it out would be about £50 in plasterboard, tape and a bag of jointing compound.

plus hours of your labour and knowing that it's a botch job everytime you look at the papered ceiling.

He's not going to paper it, he's just going to paint the board. I personally prefer a skim over as I can never get jointed board to look good, but jointed feather edge board is a legitimate way to finish a wall/ceiling...

god by the time you filled and sanded the joints and screw heads so they didn't show surely it would be easier and quicker to get a plasterer!

Well thats my take too, i say bosh some square edge up there with no worries about how neat it is (blast screws in anywhere and who cares about getting it all perfect) and then get it skimmed over :p
