Replacing heatsink

Hi guys - I have to switch my heatsink to a different model and I was wondering if I had to completely clean the CPU of arctic silver or just mount the new CPU.

If so, what is the best poduct?

You can get cheaper thermal paste but the one i linked you is the best on the website.
