Rerouting leccy mains - who to call?

We decided to change the front door, got the quotes and everything, a couple days later we got a call saying we need to have our mains rerouted as it's too close to the door or something like that. Question is, who do I call? Any electrician, my leccy supplier, NGrid :D ? Any idea how much it's going to cost me?

Other thing is, we were told when our smart meters were installed, our leccy box is feeding power to our neighbours next door too so I assume we have to ask them to agree for some power outage. Are we allowed to 'split' the power, as in have them a separate mains from ours?

Top ground is ours and runs into living room. The red wire is alarm which isn't working and we'll get rid of it.

It's roughly 3~4 cm gap between door and mains.

post would be better off in home and garden, give the leccies in there a good laugh on a Friday

1) Have you just moved in (assuming yes any paperwork re: cu install/testing suppliedby seller)?
2) Does it still have old style wiring to plug sockets light switches etc ie not blue brown?

I'm a sparks and I can tell you that lashed in SWA with no glands and stuck into the head (no earth either it seems) will not be getting reconnected when the head is moved. Is that's powering your neighbor then they will be having a prolonged interuption of power.

That's really quite dodgy and not put in by a sparks.

On and lude1962, suplimentary earth? That's the suppliers earthing arrangement by the looks of it, I.e the earth into the property just with a clamp on
 
The smaller white cable looks like a loop into next with the larger cable being the main feeding you both. As the smaller cable is before your meter you won't pay for their electric!
How many cores does the smaller cable have? If two then the neutral shouldn't be strapped to earth! If there are three then it's an SNE (separate neutral-earth) cable and is ok.
It won't be cheap to move. :(
