Resize image to accurate dimension

Hi Guys,

I have an image of a lightning bolt (imagine that of which that goes on the side of an American Football helmet) and need to scale it so that the two main tips are exactly 10.5cm apart. You could draw a rough diagonal line between the two.

How would this be achieved and what program could I do it in?

Create a new Photoshop file that's 10.5cm in height, import the image, rotate it so that the tips are vertical and resize until they fit the full height of the canvas. Then just rotate it back using an original and increase the canvas size if needed. That's how I would anyway!
 
if you wanna upload the image i'll sort it for you? but yeah photoshop would be your best bet for a resize if your shrinking it... otherwise if its gotta become a fair bit bigger and its a simple graphic then do it in illustrator for crisp vector goodness :)
