Resolution Problem

Every now and then, I'll restart my computer and the picture will not entirely fit the monitor.

It is not a problem of overscan as the sides fit the monitor perfectly but the top and bottom do not. This is simply fixed by changing the resolution and then reverting back but it is strange.

I have an ATi Radeon HD6950 2GB and the monitor is a Samsung SyncMaster P2450. All the software is up to date.
