Is that opening them in windows photo viewer? AFAIK, they don't open images in 1:1 actual size by default, you need to press Ctrl+Alt+0 to set it to actual size (or press the button at the bottom).
Personally I prefer testing this in google chrome, as there are no application borders at the side when in full screen mode and if the image is bigger than the display resolution it shows scroll bars (the windows photo viewer just zooms into the image and shows no scroll bars - so it can be difficult to tell if the image is bigger than the monitor resolution)
