Restart issue with new motherboard

Hey guys, long time lurker who needs your help as I'm stumped!

I have recently installed an Asus motherboard (B550-f) with an AMD 5900X. I have done a fresh Windows install because my previous processor was Intel so all software is brand new.

When I shut down the PC, it turns on fine. When I restart the PC, it stays on the logo screen where it says press F2 or delete for settings. It will not go past this screen and in fact, you cannot press delete or F2, it's just sat there. As soon as a turn it off and on again with the regular power button, everything is fine. It's just the restart that causes the issue. Obviously this is the tiniest issue and takes 5 seconds to rectify but I don't like it when things aren't working as intended!

I have tried everything I can think of to isolate the problem. I have connected only one monitor with different cables. I have unplugged all USB devices one at a time. I have disconnected all storage devices bar the windows installation. I have tried one, two, three and four sticks of RAM.

I've tried unplugging all cables connected to the motherboard bar the essentials. No change.

I've been in the bios and turned off fast boot. Changed boot devices to EUFI and legacy. I've changed secure boot. Splash screen. D.O.C.P on and off.

I cannot think of anything else to try. It was working fine before I did the upgrade so it's definitely one of the new items that is the cause, especially with me isolating every other possibility.

So, have you got any further ideas or have I got a broken motherboard/capacitor? If you solve it I will legit buy you some beers or something!

Cheers :)

No idea sorry you might have to live with it.

I'd say it's an issue on your motherboard I literally cannot think of anything else it could be.
