So i've exhausted my options to my best knowledge. I don't really want to be in this situation as the board came off here. So help much appreciated.

The computer can post, and sit in bios and login screen for enough time to decide it's stable there. It cannot install windows from a fresh usb iso. Upon logging in it mostly just restarts straight away. Safe mode appeared stable upon a quick non intensive check. Nothing of note in Event Viewer, it's surprisingly clean except the many 'no internet' warnings.

What i've tried to diagnose the fault, in no particular order.

CMOS reset. Battery out.
Different GPU from another PC.
Different RAM from another PC. RAM checked new RAM in another PC.
RAM in various slots, single stick tried.
Minimum clock speed set in BIOS.
XMP enabled or disabled.
Sleep modes deactivated.
Minimum amount of cables possible. Board is running outside of case on dining room table, wooden floor etc.
Reseating bits various times etc.
New sealed SSD opened and tried Windows install which failed.
Tried CPU in another build and benchmarked in Cinebench a few times.
Tried a known working CPU, both R5 3600.
Tried different PSU.
Different kettle lead.
Different monitor.
Different sata cable, different port.

Is there anything else?

It sounds like a driver problem, but I don't know how much you're able to disable/uninstall in safe mode.

This was my initial thought before i tore everything down as the SSD was used with an Intel Skylake setup and now it's an AM4 build. But i've tried to install windows with a brand new from sealed package SSD which resulted in a crash.

So tried another USB stick, tried different ports a few times, and tried with 2 different SSDs connected also, but i'm getting crashes before the fresh install gets anywhere near finished.

And the iso is not corrupted, it was fresh from the creation tool straight to usb?

Yeah. No issues with my main build currently. I've kept the CPUs switched round so the problem board has my 100% working in it. I'm inclined to try the stock cooler tomorrow as wanting to try anything.

Just a quick question, what GPU and what monitor resolution are you using?

Rx6600 or rx460 which is board powered. Edit. Sorry forgot to say, 1080p at 72hz, cheapo Samsung monitor. It can only do hdmi and vga. But i have other monitors available.
