Restricting access by user

I have Win XP on one of my PC's that an administrator uses. There will be someone else who will also be using that PC when my admin person is not in.

Is it possible to give them a different username and somehow restrict their access to stuff on the network or certain folders? I don't want the new person seeing any sensitive information on that PC, but at the same time I want to avoid buying a new PC just for them.
