I’ve just been looking at getting a Neo Geo Mini and it got me thinking, all these mini consoles; SNES, Neo Geo, Megadrive etc that have X number of games built in. Are they hardware emulation using a FPGA or something, or are they just cheap Linux machines using software emulation?

They are almost all Linux based using software emulation. Some of them use proprietary emulators while others use existing open-sourced emulators.

If you want FPGA I believe you either build it yourself through the MiSTer project, or if you want something which just works with original games and hardware you buy one of the Analogue devices like the Mega Sg or Super Nt.

Thanks @andshrew that's what I thought, but as Sega etc made the original hardware I wasn't 100% sure if they did some kind of hardware emulation.

I'm very tempted to get hold of a Neo Geo Mini and turn it into a hand held.
