does the cpu and motherboard "revision" have an effect on how much you can overclock?

my cpu is B2

motherboard is C1

(numbers from cpuz)

system is listed in my sig

i cant seem to get 400mhz cpu frequency with 9x multiplier

i can only get about 380mhz, but my cpu load temperature in core temp is 60C

vcore is set to 1.50

doesnt seem right to me. i just remounted my hsf with arctic silver 5 and nothing seems to have changed
 
9 x 400 = 3.6.
That's a mighty overclock and it's no wonder your having trouble.
Try 8 x 400 for 3.2. See if that can be done with your CPU.
 
yeah 4x800 is fine

but ive read all over the place that 9x400 is easily achievable. what kind of frequency do we see with a 9x multiplier on average then? ive seen people hit 450 with water, 400 on air...is that the high end? is that average? i have no idea
 
Well I can do roughly the same as you.

9 x 400 ( 1.50v) will boot into Windows for me but soon overheat and crash.
8 x 400 ( 1.3250v) is stable though. Will even run happily at 3.4 (8 x 425).
 
The cpu has a big piece of metal on top called the IHS, underneath which is the core itself. The heat has to go through the metal to the heatsink. If the ihs isn't flat (concave - dip in the middle) the heat will have a hard time getting through to the heatsink. Much hotter temps result.

You can get some sandpaper out and "lap" the ihs so it's flatter and thinner, so better temps.
