Rexo RMA - repair or replace?

I'm about to send a HDD off to Rexo to be RMA'ed. On their website it says repair or replace. I rang the telephone number listed and basically the bloke was of no help - his level of english was poor and he never really answered my question. So two things:

a) How do Rexo know whats wrong with my hard drive? I did briefly speak to Samsung about it, but they were suppossed to call me back and never did. Any pc this hard drive is plugged into refuses to boot, the hard drive causes the power supply to trip straight away. I mentioned to samsung whether it would just be possible to replace board or motor and they never got back to me...

b) Do Rexo offer a repair service at all or will I just get a replacement drive? There should be no reason why the platters are damaged as the hard drive doesn't even spin so if possible I would like the data back...

I really doubt you will be able to get the data back, they will probably replace the drive as it would be difficult to repair.
