Depends what you mean by decent and how much you are looking to spend etc...
studio 69 can be a bit pricey but is worth it IMO - full of fit women - they do have dress code/face control at the door so might be an issue with a stag group depending on what the people you're with are like.. if there's a group then you can get a table or two at 100 lats each - you get a wrist band that gives you access to all the various other bars/clubs in the royal casino complex - tis connected to the larger club 'la rocca' and there is a smaller room which plays russian pop music etc..
Skybar is worth a visit too - at the top of the hotel reval (26th floor) great views over Riga.
In the old town Mad house and scandal are worth a look - there are plenty of bars too - the victory pub is quite cheap and basically aimed at British tourists though plenty of Latvians there too - I hooked up with a Latvian girl in here on a stag do and have been back to visit her since..
As for CCY I wouldn't bother trying to change lats over here or at the airport - just get out of a cash machine when you get there tbh... as for taking euros that would be about as about as useful as taking US dollars tbh...

lol - some of those are strip clubs btw... just make sure you use your card at an ATM rather than handing over to any staff member inside.
The Latvian police are concerned about this sort of stuff though - if someone tries to march you to an ATM because they reckon you need to pay 100 lats for an orange juice or other BS just walk away - I don't doubt they'll try it on with American business men etc.. though intimidation but its very unlikely you're going to actually get beaten up by them.
As for local girls - I'd recommend you do drink with them - and go to clubs with them - you then pay the 2 or 3 lat entry fee instead of the 10 lats etc.. the bouncer would otherwise try to get away with, you'll pay local prices for your drinks and the dodgy russian taxi driver that drives you 800 yards to your hotel won't try and rip you off for 20 lats unless he wants a latvian girl to shout "NYET!!!!!!" at him.
(apparently russians and latvians don't get on much either....)
