Whoever gets there first in my opinion. The second person usually gives way.

Balls to that. You'd be there all day sometimes waiting for someone to turn right in that situation. Especially if there's parked cars to the left (as they look at it) of the car turning right.

No cos then the second person then becomes the first and the new second person gives way

It's simple -- imagine the road doesn't cross a junction (ie the right-turning car is just sitting in the road waiting to take a right turn and you are driving straight on). You wouldn't stop and let him over would you? Same applies here.
