The thing is, many, MANY people think that the speed limit for a single carriageway road is 40mph.
I drive the road below every day, and every day I get stuck behind someone doing <40mph.
The thing is, it goes in to a 30 limit at the end and the drivers I'm stuck behind carry on at 40mph and the people behind me get annoyed when I slow down to 30.
The street where I live is a 20 limit because there's a primary school on it. Mums every day come flying down the road at 30+ to take their kids to school. These are the same mums that park across the dropped curb to my driveway and then complain when I have the audacity to ask them to move so I can get my car out.
