Roofing Felt Leaking - HELP?

Can someone please help me with my roof leak?
In the recent high winds we've had a few ridge tiles dislodged and the result is a yellow bathroom ceiling. On further investigation in the loft I noticed this:



I've placed the white plastic box underneath to stop ruining the bathroom ceiling.

It appears that when the house was built in 2000 the builders just hacked the roof felt to poke the vent for the soil stack through the roof. It has a proper flashing kit fitted under the tiles on the roof, but it appears the problem is the ridge tiles leak and the water runs down the felt to where the rip is and then onto my bathroom ceiling.

Should there have been like an internal skirt to go around the pipe? If such thing exists.

How can I go about making it water tight?

P.S. I’m planning to fix the ridge tiles as soon as I can get up there, but we get lots of high winds here and this could happen again, so really want the felt to be water tight.
 
Hair dryer or heat gun. However sealing from under the roof won't seal as water will always find a way through. You will need to get on the roof and check the flashing or a temp repair with flashband and maybe a coat of acrypol won't go amiss.
