I've never noticed it and i'm quite a heavy user, over 700GB in the last 16 days.
Use P2P quite often and always max out my connection with it getting over 8MB/s.
And if the network ever does get overloaded to the point that the prioritization is needed i can only see it as a good thing or else the network would slow to a crawl for all types of traffic.
