Where's the wire go?

Well it is a master socket of sorts (ring capacitor and surge arrestor in there). It could be a really old socket that pre-dates the NTE5.

If it is a master socket there should only be a single pair connected to it. Where does that cable go to?

If it's being used as a master then it's a 3 pair drop wire, and all pairs have been connected. It's unlikely.

I can't see that Openreach (even on their worst day) would have wired it like that. There must be more to the story.
