RPG FPS Question

Just a quick question. The only game I remember having both weapon upgrades / mods and char upgrades is Deus Ex, every other game I play has car upgrades (like borderlands) or weapon upgrades (like STALKER). How come there arent more games that have both :(
 
Hmm forgot about that one, but its very limited weapon upgrading :p

*Edit - I know its all a bit vague but I like that kind of game. I like the skill of fps with the ability to improve and customize!
 
The only thing that comes to mind is lotro, with the legendary weapon system. Probably not really what you're looking for though.
 
This. Plenty of character upgrades for general abilities as well as psionics. Not so many weapon upgrades, but you select ammunition to deal with specific tasks and stuff..

Now that I think about it - Bioshock is on the same wagon. It's got both character upgrades (improved plasmids, more eve/health slots/and i believe improved health/eve pools) and weapon upgrades..

Yea the clue's in the name i suppose, Bioshock and System Shock 2 are very similar (it's basically the same game), but really the only upgrades Bioshock offered were the plasmids, plasmid slots and 'more health/eve'.

System Shock 2 follows the more standard RPG style of having skill-based upgrades for various tasks and improving the use of psionics, regular weapons, hacking etc..
