RX 580 suddenly stopped working after I upgraded my CPU cooler...??!

Do definitely try testing it in another PC as someone already mentioned.If all else fails, you can do the last resort method which is the "oven trick".Its something to do wtih reflowing the solder joints on the PCB when the solder melts at 190C(385F).

I oven baked my old dead Direct X 11 Sapphire yesterday and lol, it was brought back to life.Its stable in firestrike but it could be a temporary fix, who knows it may artifact again in 6 months.Besides, hot gfx demanding games are not going near it as its been repurposed in a HTPC.
 
Ok thanks, I tried cleaning my GPU board with alcohol to remove some of the old grime, and also re-seated my CPU, but still the same lack of video output.

I also noticed whilst re-seating my CPU that a few of the pins look a little bent (it's slightly more noticeable at certain angles than others).

I'm usually very careful with the CPU but could this be the cause of the issue? To re-iterate, even with these potentially damaged pins, my PC still boots and runs fine on both internal graphics and also using my older Radeon 7850 graphics card...

That's quite a few bent pins and yes that could cause the issue as different GPU's use different lanes on the CPU, did you remove the CPU when you installed the new cooler ? also the noise you described the new cooler makes isn't right and a a 2nd hand AIO making that noise would be a worry.
