Whats happening is all 8 core idle at about 43 -45 temp then 1 rises up to 4.2 that pushes temp up 60 and all then with nothing running .

This behaviour is perfectly normal. Ryzen 3xxx series is on the 7mn process so the package is very dense and it produces a lot of heat in a very small area. The fact that your load temps are 66C proves that you do not have a cooling problem.
I have a custom water loop with two 360 rads on my 3900x, it idles at 32-38c, but will easily spike to 45-50c just loading a program up.
same thing with me i have a 3900x under a 92mm aio in a dan case, left at stock, idles around 39-45 degrees and hits upper 60's under gaming load, just opening my computer window makes the cpu spike to around 53 but quickly drops back
Just a note, if you know what the clocks/temp are then there IS something running. Monitoring software is known to hammer CPUs with rapid polling and that's something Ryzen 3000 responds to much more aggressively than previous CPUs.with nothing running .
Sounds like your CPU isn't clocking down when idle. Try restarting your bios back to default settings.Also just did a stress test on Ryzen Master and temp 66
You need to change windows power settings. For some reason with amd they set minimum power state to 100% change it to 5%.
My friends 1600 would sit at 3.4ghz after change is dropped to 1.5ghz and dropped 20c
Mines on 0% on the Ryzen Balanced, on the Recommended its at 5%, but changing either of them does nothing, it just stays the same, either 4.15/4.20 ood on Ryzen Balanced, 3.15/3.50 odd on Recommended.
This is under windows power options?
