Ryzen 3700x on idle hitting 4.1 and 60 temp

Whats happening is all 8 core idle at about 43 -45 temp then 1 rises up to 4.2 that pushes temp up 60 and all then with nothing running .

This behaviour is perfectly normal. Ryzen 3xxx series is on the 7mn process so the package is very dense and it produces a lot of heat in a very small area. The fact that your load temps are 66C proves that you do not have a cooling problem.

I have a custom water loop with two 360 rads on my 3900x, it idles at 32-38c, but will easily spike to 45-50c just loading a program up.
 
Ryzen 3700x on idle hitting 4.1 and 60 temp it has a 240 cool master liquid on it too .
Also updated the bios can you help .

Have you installed the latest chipset drivers from AMD? (directly)
Have you re-installed the latest drivers AFTER you updated the bios? (is needed)
Have you selected AMD Balanced profile?
Have you manually overclocked the CPU?
Are all BIOS settings on Auto?

same thing with me i have a 3900x under a 92mm aio in a dan case, left at stock, idles around 39-45 degrees and hits upper 60's under gaming load, just opening my computer window makes the cpu spike to around 53 but quickly drops back

That's it yup, it's just heat generated very quickly but really isn't an issue. It's just not what we're used to seeing :) My 3900x OC'd to 4.425ghz all cores and barely hits 70C under load.
 
Mines the same, goes between 4.15/4.20 odd at idle, when looking at the Performance Tab in the TM, with utilisation only going between 1/3%, if using the Ryzen Balanced Plan, but noticed if i switch to the normal Recommended Plan, it only goes between 3.15/3.50 odd :p

Im using an H100i Pro Platinum, 280mm.

You need to change windows power settings. For some reason with amd they set minimum power state to 100% change it to 5%.

My friends 1600 would sit at 3.4ghz after change is dropped to 1.5ghz and dropped 20c

Mines on 0% on the Ryzen Balanced, on the Recommended its at 5%, but changing either of them does nothing, it just stays the same, either 4.15/4.20 ood on Ryzen Balanced, 3.15/3.50 odd on Recommended.
