Ryzen 5 3600 REALLY low cinenbech scores (940) and game FPS

Get an aftermarket cooler either AIO or decent Air. I see 32 idle and 65 max gaming on my 3700X using H100i and thermal grizzly. Don't worry about the volts, they are designed that way

Heat issue or low performance?

I spend £20 on an arctic freezer 34 and my CPU temps at low 30's idle now, haven't seen anything above 70 yet even when stress testing.

If you are getting low performance and you've updated all of your drivers it must be a hardware issue, my cpu only started performing properly after a new mobo

The one the mobo came in yeah, I've seen that it's safe and common practice to set up the PC out of the box like this before spending time cable managing in the case

You build it on the motherboard box... not with the anti static bag below the outside of them is conductive and can cause shorts.

Low performance... CPU-Z Benchmark: Single(197 score) —— Multi (978 score). Cinebench R20 score is same as your score :/
