Ryzen whats up with the power plans ?.

Hi , What's up with the Ryzen power plans ?

This is how I would expect the power plans to work !!!!

High Performance , Full on, set every thing to 11.
Balanced , Low clocked , but fast to ramp up and slow to ramp down.
Power Saving , Set the clocks to as low as possible disable the others cores, power saving to 11.

But all of the power plan set the clock to the max , push up the voltage (1.35v )and push up the temperature.
So the Ryzen power saving mode sound like a car on the starting line with the fan speeding up and slowing down , going from 40 to 80c every few seconds on the desktop 2% cpu.

So I`m using the normal windows power saver mode which is a constant 35 -36c . 2.1ghz
Why is the standard power plan better than the power made for AMD cpus


Gigabyte X570 aorus master Bios Fc , Ryzen 3900x , Latest windows and drivers , Default all auto , BUT Bclk 100mhz , SVM enabled , Sata Hot plug Disabled , XMP enabled , PCI-e set to gen 3.

Wow , That was a lot of reading , I`ll try making a bios profile with all the changes and see if that profile helps at all.
I'm not looking for maximum performance , but a nice and cool system while at idle , but will perform when needed.

Get the chipset drivers direct from AMD not Gigabyte

Never ever use the word "should" in here. Get latest from AMD directly.

Looking at Gigabyte web site for the x570 AORUS MASTER ( https://www.gigabyte.com/Motherboard/X570-AORUS-MASTER-rev-10/support#support-dl-driver-chipset ) the chip set is 549mb compared to only 50mb from the AMD web site for all AM4 motherboard ( https://www.amd.com/en/support/chipsets/amd-socket-am4/x570 ) , so they must be more in the motherboard chip set download ?

It's very possible that the AMD one will download just the installer and basics for the 50MB and then download the rest once it knows which chipset you're using? As 50MB wouldn't cover all those different motherboard types?

So i have the power plan enabled, universal i think is the correct one it installed two.
Went into the bios and found and set

Global C-state Control = Enabled
Power Supply Idle Control = Low Current Idle
CPPC = Enabled
CPPC Preferred Cores = Enabled

But i couldnt find these three anywhere? Its an MSI B550 board.

AMD Cool'n'Quiet = Enabled
PPC Adjustment = PState 0
PBO = Disabled

Also how do you know if its working or not?

mines working with standard amd power plan 99% min cpu state 100% max
but it's downvolting and downclocking like the min cpu state was 5%
