safe temp for a 3800+ X2 skt 939

my 4600+ ran at 36*C idle with CPNS9500 (stock), is that warm, its watercooled now but im curious? AS5 and that was less than an hour since it was applied, also noticed another problem i never fixed, my computer was CONVINCED my CPU fan wasn't spinning, yet it was, any idea what the problem was?
 
iv got a x2 3800+ which is 47c idle and 52c full load runs without any probs thats also clocked to 2.2ghz but i know the problem with my setup is airflow with the case open the temps drop to 31c, 45c.

clock it 600mhz more, then your heat should increase nicely! orthos will make it nice and hot. Gaming and 3dmark only takes mine to around 57
