Here is the reply I got from Sapphire in email regarding this:-

FYI – The fan runs at variant speeds…..



This fan should run at variant speeds, but the end user should be unable to hear this.



Also, because the ASIC is very stable at around 60”C with this fan (even in 3D), even my read out programs barely saw a change, so I had to heat up the room with a hairdryer to get it higher

What an odd reply - this image of a guy from sapphire running around his test lab with a hair dryer to see if the GPU heats up LOL :D

Sounds like they don't have the Zalman fan mate, and instead have it connected to the card and the fan controlled by a thermistor.
