Are you running Windows XP?
It's not a normal part of Windows. Perhaps you've installed it yourself at some point.
Google says it's Java related. Uninstall Java/Java Runtimes/JRE etc. You should probably run a malware scan too if you have installed Java at some point. It's one of the most likely vectors of attack.
