Scroll Lock

Is there anyway to completly disable scroll lock, have some users on laptops driving me mad with it!

Depends on the laptop, some have a F key combo to turn it off, others are just a quick button press.

i know what the key is but can you disable the function completely. A bug in excel 2007/2010 makes i come on randomly and muppets never remember how to turn it off
