As far as i know SCSI drives in general tend to be quite loud due to the 10K/15K spindle speeds. You do get a performance boost with SCSI but im sure someone here will be able to tell you exactly where the boost wil be.
Scsi's are extremely quick if you set them up right, but you do pay a premium for it. You will need a decent pci-e controller card and a selection of different drives (15k minimum)
SAS is very bling, but offers nothing to the home user that justifies the high price... yet... it will take over as it has massive benefits to the corporate user, but until the kit starts to become available cheaply on the 2nd hand market I'd stick the the standard Scsi!
The real question is 'what do you want it for?' - it is a bit of work and nowhere near as easy to use/live with as standard pata/sata setups, and is comparatively very expensive - as I said before though, you can have mine when you prise it from my cold, dead, clammy hands -
